# Semiconductor Export Controls
Export controls restrict which advanced semiconductors and which chipmaking equipment may be sold to whom. They are among the most consequential instruments of current industrial statecraft, and their effects run through every layer of this collection, from which accelerators exist in which countries to where new fabs are being built.
> [!note] The one-sentence version
> Restrict the tools and the top-end chips, and you set the pace at which a competitor can build its own.
## How they are structured
The controls operate on several surfaces at once. **Performance thresholds** on accelerators define which parts may be exported, set by arithmetic throughput and interconnect bandwidth, which is why vendors have produced variants designed to fall below a threshold. **Equipment controls** restrict the machines that make chips, and these are the deeper lever: a nation denied extreme ultraviolet lithography systems cannot readily reach the leading edge regardless of how much it invests, which is why those systems have been blocked from the restricted destination; see Extreme Ultraviolet Lithography. **Entity-based restrictions** name specific firms. **Extraterritorial reach** applies where United States technology, software, or equipment is involved anywhere in a product's manufacture, which gives the controls effect well beyond American borders. And **multilateral alignment** with allied equipment-producing nations determines whether a restriction binds or merely redirects.
## What has followed
The restricted destination accelerated its own program substantially. Domestic chip content was below ten percent at the start of the sanctions period; large state funds were committed, with an initial fund on the order of fifty billion dollars and consideration of up to seventy billion dollars in further incentives; previously undisclosed fab capacity was identified; a domestically produced advanced chip surprised the industry in 2023; and the country became the largest producer of foundational analog chips. Its own firms, including major platform and handset companies, have pursued custom accelerator designs, constrained by the equipment they cannot obtain.
The United States moved in parallel on its own base, with the 2022 incentive legislation committing roughly fifty-two billion dollars, against a production share that had fallen from about forty percent in 1990 to roughly ten percent by 2024. Defense requirements for trusted and radiation-hardened advanced microelectronics have driven capability that commercial economics alone would not fund; see Supply Chain Security.
## How to read the instrument
Controls buy time rather than permanence; they raise the cost and lengthen the schedule of a competitor's independent capability. The honest assessment is that they have been effective at the leading edge, where the equipment dependency is absolute, and far less effective at mature nodes, where the tooling is widely available and the restricted destination now leads in volume. The strategic conclusion the policy implies is the constructive one: the durable advantage comes from building faster rather than only from restricting, which is why the controls and the domestic incentive programs were enacted as a pair. A country that holds the leading edge because it is better at manufacturing holds it more securely than one that holds it because someone else is forbidden; see Industrial Competence.

## Evidence posture
- **Established:** control structure through accelerator performance thresholds, equipment restrictions, entity listings, extraterritorial reach, and multilateral alignment; vendor production of variants designed below export thresholds; extreme ultraviolet systems blocked from the restricted destination.
- **Established:** the 2019 sanctions on a major handset and networking firm; domestic chip content below ten percent at that time; a state chip fund on the order of fifty billion dollars with consideration of up to seventy billion dollars further; previously undisclosed fab capacity identified; a domestically produced advanced chip surprising the industry in 2023; the restricted destination becoming the largest producer of analog chips; custom accelerator programs by its major platform and handset firms.
- **Established:** the 2022 United States incentive legislation at roughly fifty-two billion dollars, against a production share falling from about forty percent in 1990 to roughly ten percent by 2024; defense requirements for radiation-hardened advanced chips.
- **Strongly indicated:** controls effective at the leading edge and substantially less effective at mature nodes; production and capability data support it and comprehensive attribution is contested.
