# Sensor-to-Decision Loop **Entity class:** Closed-loop operational architecture **Domain:** Intelligence / command and control / cyber defense / counterterrorism **Maturity:** Developed ## Definition The **sensor-to-decision loop** is the architecture that turns observations into authorized action and returns the result to the sensing layer. Artificial intelligence can accelerate correlation, classification, prioritization, and course-of-action generation; human and institutional authority determines objectives, thresholds, proportionality, and whether an intervention is permitted. ## Counterterrorism and Security Continuity In post-9/11 counterterrorism, the loop appears as the effort to move from fragmented observation to shared intelligence and timely disruption. In contemporary irregular warfare and multi-domain command systems, it appears as sensor-to-effect or insight-to-action architecture. In agentic cyber defense, it appears as signals, context, models, agents, actuators, and continuous protective feedback. The vocabulary changes while the architecture remains a closed loop joining observation to consequence. The loop should not be confused with automatic force. Possible actions include further collection, warning, access restriction, content removal, hardening, investigation, interdiction, arrest, protective deployment, or another authorized response.
