# Sovereign Failure Domain **Domain:** Sovereignty / Continuity Infrastructure / Resilience **Doc Type:** Canonical Risk Concept **Maturity:** Proposed ## Definition A **sovereign failure domain** is the set of continuity dependencies likely to fail together because they share one state's territory, law, identity authority, energy system, cryptographic roots or political control. ## Failure Modes Failure may arise through dissolution, occupation, civil conflict, repudiation, sanctions, loss of territory, institutional capture, grid collapse, registry destruction or withdrawal of recognition. Geographic replication inside one legal and energy domain may improve availability while leaving sovereign correlation unchanged. ## Design Consequence Continuity systems should identify which records, keys, compute, operators and legal claims remain exposed to the same failure.
