# Sovereignty by Adjudication **Domain:** Governance / Standards / Machine Territory **Doc Type:** Canonical Mechanism Concept **Maturity:** Developed ## Definition **Sovereignty by Adjudication is the capacity to govern participation by deciding how entities are classified, evaluated, authenticated, certified, recognized, or permitted to act—even without owning the entities or physically occupying their territory.** ## The adjudication stack The mechanism can operate through: - standards and technical vocabularies; - tests, benchmarks, and evaluation thresholds; - accreditation and conformity assessment; - identity systems, registries, and credentials; - legal standing and personhood classifications; - risk taxonomies and acceptable-use categories; and - protocols determining which actions count as valid. The adjudicator governs the gate through which nominal ownership becomes practical participation. A machine system that classifies claims, interprets rules, allocates permissions, and authenticates actors can become part of the sovereign substrate while still described as a tool or evaluator.
