## Definition
**Standards as governance is the exercise of governing power through the specifications, categories, tests and interfaces that determine how systems may interoperate and participate.**
Standards are indispensable coordination instruments. They allow independent builders to exchange data, test compatibility, establish safety expectations and reduce uncertainty. The same properties give them constitutional force when compliance determines access to markets, infrastructure, procurement or public legitimacy.
## Mechanisms

- testing standards define which properties count as measurable;
- interface standards define which systems may connect;
- safety standards define acceptable thresholds;
- management standards define required organizational processes; and
- certification regimes convert those specifications into permissions and exclusions.
