Legibility is selective. A map, census, grade, account or asset register can support coordination while omitting relationships that matter locally. The represented reality does not become identical to the institutional view. ## Historical Lineage Surveys, cadastral maps, censuses, standard measures, schedules and registries made dispersed conditions available to distant administration. Industrial systems extended the pattern through instrumentation and reporting; digital systems now update selected state continuously. ## Governing Variable Legibility governs institutional visibility: which differences can be recognized, compared, taxed, routed, protected, optimized or treated as anomalous. ## Material and Computational Manifestation Parcels, credentials, meters, school records, telemetry and digital twins are legibility mechanisms at different scales.
