Earmarks for education, infrastructure, senior services, or other programs can increase political durability, while the distribution of ticket purchases and harms may be regressive. “Money for schools” does not by itself reveal whether lottery funds supplement or displace ordinary appropriations. Evaluation requires a complete ledger: sales, prizes, administrative expense, retailer commissions, unclaimed winnings, transfers, advertising, and the counterfactual public budget.
