# State of Palestine
**Entity class:** Contested statehood and treaty-participation entity
**Domain:** International relations / statehood / treaty law
**Doc Type:** Political-Legal Entity Node
**Maturity:** Developing
## Institutional Status
The **State of Palestine** is treated by the United Nations as a non-member observer State following General Assembly Resolution 67/19 of November 29, 2012. Palestine acceded to the Rome Statute, and the ICC treats it as a state party for purposes of that treaty.
## ICC Territorial Predicate
In its February 5, 2021 majority decision, the ICC's Pre-Trial Chamber held that the Court's territorial jurisdiction in the Situation in Palestine extends to Gaza and the West Bank, including East Jerusalem. The Chamber simultaneously stated that it was not determining Palestine's statehood for the international community or settling borders.
## Source Article Position
You Play Your Games - We Play Ours preserves Bryant's rejection of any automatic equivalence between diplomatic or treaty recognition and effective sovereignty. The article accepts the institutional record—observer-State status, treaty accession, and the ICC's statutory treatment—while contesting the legitimacy of making that disputed predicate the basis for criminal authority over Israeli officials.
## Evidence Boundary
Institutional recognition, treaty participation, general statehood, settled borders, effective territorial control, and practical sovereignty are related but non-identical questions. This node records the distinctions rather than resolving the wider political dispute by relabeling one of them as all the others.
