# State-Centered Policing **State-centered policing** models present conditions from which future harm may emerge: places, trajectories, capabilities, network configurations, relationships, reinforcement, logistics, and uncertain risk states. It is a conceptual description of the temporal orientation created by predictive policing, graph analytics, and continuous state estimation. The state is inferred from incomplete observations. It must remain explicitly probabilistic.
