## Definition
**State-Dependent Catastrophe** is the principle that the civilizational severity of a hazard depends on the condition of the system it strikes. The physical event may be unchanged while its consequences differ radically because ecological redundancy, food reserves, water security, grid stability, public health, supply chains, institutional trust, or adaptation capacity have already been depleted.
An asteroid, drought, heatwave, cyberattack, pandemic, or crop shock therefore cannot be evaluated only by its isolated magnitude. The relevant object is the event acting on a particular receiving state.
## Compound and Cascading Risk
The concept connects three layers:
1. **Hazard** — the initiating physical, biological, technological, or political event.
2. **Baseline state** — existing heat, water, food, biodiversity, debt, infrastructure, migration, and governance conditions.
3. **Cascade** — synchronized failures in production, transport, communications, health, legitimacy, and conflict management.
The catastrophe often lives in the cascade rather than the initial event. A society with reserve capacity can absorb disruption; a society already near hard limits can convert a regional event into systemic failure.
## Planning Consequence
Risk management must preserve slack, diversity, substitutability, verified data, restoration capacity, and multiple operating modes.
