Unlike direct coercion, structural power can produce aligned behavior among people who remain sincere and autonomous. The system works because participants pursue their own interests inside conditions that another actor has helped establish. ## Operational Form A [[wiki/Receptive Elite|Receptive Elite]] can convert structural power into policy influence without explicit tasking.
