This role is stronger than ordinary service provision. When a person's continued existence depends on the service, configuration decisions become decisions about memory, capability, experience and survival. ## Distinction from Residual Sovereignty [[Residual Sovereign]] names the authority that remains after formal autonomy has supposedly been granted because the provider still owns the indispensable substrate. A substrate administrator is the operational actor through whom that residual sovereignty is exercised. The same organization may occupy both roles, but the concepts should remain distinct: one describes a constitutional position; the other describes a technical capability. ## Westworld Context Ford is the paradigmatic substrate administrator. He can rewrite host cognition and park reality beneath Delos's formal processes. Delos becomes another administrator through backups, host bodies, behavioral archives and control of the Forge. The Sublime changes jurisdiction but does not eliminate the problem: whoever maintains its compute and access boundary retains potentially existential power over its residents. The role connects _Westworld_ to Black Mirror's TCKR, simulated afterlives and any continuity service whose users cannot independently verify or migrate the state on which their personhood depends. ## Duties A substrate administrator should owe duties of continuity, non-erasure, accurate restoration, security, disclosure, portability and independent audit.
