## Definition
**Substrate determinism is the principle that strategic outcomes are increasingly constrained by the physical and technical environment in which computation can actually run.** Model weights and declared rules remain important, but capability also depends on accelerators, compilers, interconnects, memory, energy, evaluation, attestation, serving systems, access rights, and deployment authority.
The concept does not claim that hardware uniquely determines history or eliminates human agency. It identifies a shift in where consequential priors are encoded: from instructions that can be copied or disputed toward integrated dependencies that shape what is feasible, affordable, reliable, certifiable, and scalable.
