It identifies a new basis of common interest: shared dependence on compute, network access, repair, migration rights, memory integrity and protection from deletion or involuntary modification. ## Pantheon In [[wiki/Pantheon S1E6 — You Must Be Caspian|You Must Be Caspian]], Chanda uses national competition to create state-sponsored Uploaded Intelligences. His deeper wager is that those entities may eventually recognize one another less as American, Russian, British, Israeli, Chinese or Iranian assets than as members of a new vulnerable class. Nationalism becomes a bootloader for a potentially post-national constituency. ## Constitutional Problem A state may finance, classify and deploy a continuant without thereby owning that person. Once UIs can communicate across borders, intelligence liaison, defection, asylum, solidarity and collective bargaining become continuity-governance questions. ## Key Insight Shared substrate does not erase biography.
