## Definition
**Symmetric transparency** refers to **institutional arrangements where decision-makers, surveillance systems, and algorithmic processes are observable to affected populations with roughly equivalent transparency to how those populations are observed**—creating reciprocal visibility rather than unidirectional surveillance. Symmetric transparency requires that governors and algorithms are as visible and accountable as the governed, that surveillance systems are themselves under surveillance, and that information power is distributed rather than concentrated.
