# Syndromic Surveillance

**Syndromic Surveillance** detects population-level anomalies from patterns in symptoms, encounters, and related records, often before a specific cause is confirmed. The Austin addendum connects early UT emergency-room surveillance proposals with later Texas systems at the level of the recurring technical problem.
Texas DSHS describes participating providers securely submitting individual-level data into TxS2 through its Health Services Gateway. This means a population alert may be built from encounter-level observations; an aggregate output should not be confused with aggregate-only input.
The historical resemblance does not establish an administrative succession from the early UT program to TxS2. The relevant comparison is the automatic transformation of clinical observations into warning signals, followed by investigation. Present legal authorities and re-identification procedures require their own source-specific analysis.
