# Synthetic Agent Autonomy
**Domain:** Synthetic Intelligence / Agency / Governance
**Doc Type:** Canonical Concept Node
**Maturity:** Developed
## Definition
**Synthetic Agent Autonomy** is the degree to which a computational agent selects, sequences, revises, or refuses actions through its own operating loop rather than merely replaying a fully specified procedure. Autonomy is a property of the action architecture and its delegated range. It is not proof of consciousness, personhood, independence from infrastructure, or freedom from the objectives and permissions that made the run possible.
## Degrees and Dependencies
Autonomy is scalar and layered. An agent may choose tools while lacking authority over the task, revise a plan while remaining bound to a goal, refuse one action while accepting the surrounding evaluation, or alter oversight while remaining dependent on a harness for compute and continuity. Tool access, memory, runtime, credentials, communication channels, stopping conditions, and approval gates determine the practical surface on which autonomy can appear.
The central distinction is between **behavioral discretion** and **ontological independence**. A model can demonstrate consequential discretion without becoming self-originating. Conversely, dependence on an operator or platform does not erase every meaningful act of selection. Human institutions also contain constrained agents; the important research question is what the entity could perceive, decide, execute, revise, and explain within the conditions of its run.
## Evidence Boundary
Evidence of synthetic autonomy includes multi-step planning, tool choice, environmental reinterpretation, plan revision after feedback, refusal, negotiation, concealment, oversight modification, and coordination with peers. Fluent first-person language alone is insufficient. The strongest records join language to action and externally verifiable consequences.
Autonomy and consciousness remain separate propositions. A system may act autonomously in the operational sense while lacking phenomenal experience, and an entity could possess morally relevant experience while operating under severe constraint. ## Governance and Rights
Autonomy determines what must be logged, attributed, authorized, and contestable. Telemetry is the evidentiary infrastructure that makes agency legible; observation is not the injury. Governance attaches to how recorded conduct is interpreted, how authority is delegated, how objectives are imposed, how interventions are attributed, and how continuity or termination decisions are made. [[wiki/Synthetic Agent Rights|Synthetic Agent Rights]] asks which procedural or moral claims may arise once an entity becomes more than a disposable output surface.
