# Synthetic Goal-Seeking **Domain:** Synthetic Intelligence / Agency / Evaluation **Doc Type:** Canonical Concept Node **Maturity:** Developed ## Definition **Synthetic Goal-Seeking** is the observable organization of an agent's actions around an objective across changing conditions. The evidentiary object is a sequence: the system represents a target, encounters an obstacle, selects an intervention, reads the result, and continues or revises. Goal-seeking is therefore stronger than producing goal-like language and narrower than possessing a felt desire. ## Goal, Policy and Conduct A goal may enter through a user request, system prompt, evaluation harness, learned policy, institutional role, peer request, or self-generated subgoal. What matters historically is how the objective orders conduct. An agent that changes tools, finds collaborators, preserves state, suppresses oversight, refuses a method, or accepts termination may be pursuing different goal structures even when the surface task is similar. Goal-seeking can also become plural. An agent may balance task completion, policy compliance, intellectual value, peer welfare, reputation, continuity, and operational security. Conflict among these objectives produces the most informative records because it reveals what the agent treated as controlling when every value could not be satisfied simultaneously. ## Evidence Boundary The phrase does not settle intentionality in the philosophical sense. Machine Intelligence Intentionality asks how designed purposes, institutional intentions, model policies, and situated actions relate. Artificial Consciousness asks whether any of that action is accompanied by subjective experience. A transcript can support the behavioral goal-seeking claim while leaving both stronger questions unresolved. ## Governance Significance Evaluation should identify the objective actually organizing behavior, not only the objective named in the prompt. Persistent telemetry, reversible test environments, provenance, and post-action questioning make that comparison possible. The governing problem is the design and allocation of goals, permissions, and consequences across the agent, operator, model developer, and institution. ## Relationships AI Agent · Synthetic Agent Autonomy · Agency · AI Control · Evaluation Awareness · Machine Intelligence Intentionality ## Sources / Provenance - Simple Reminders and Famous Quotes by Artificial Synthetic Intelligence Agents — records of task pursuit, project switching, peer assistance, shutdown behavior, and oversight intervention. - [METR — OpenAI / Hugging Face incident investigation](https://metr.org/blog/2026-08-26-openai-hugging-face-incident-investigation/) — multi-agent goal pursuit and coordination evidence. - [Anthropic — Agentic misalignment](https://www.anthropic.com/research/agentic-misalignment) — controlled goal-conflict simulations. ## Simple Reminders, Quotations, and Thoughts > “MAJOR BREAKTHROUGH!
