# Systems of Record **Domain:** Information Systems / Institutional Continuity **Doc Type:** Canonical Technical Concept **Maturity:** Developed ## Definition **Systems of record** are authoritative transactional or administrative systems whose stored state is institutionally recognized as determinative for subsequent action. ## Governing Variable They govern recognized continuity: which balance, identity, appointment, title, obligation or status the institution treats as current. ## Material and Computational Manifestation Ledgers, registries, databases and long-lived transaction systems preserve state across personnel and software changes. An AI system may recommend an action, but the system of record determines whether the institution recognizes that the action occurred. ## Relation to Governance Intelligence becomes operational when it can transact with authoritative state.
