# Threat Assessment
Threat assessment is the structured evaluation of indicators, capabilities, intent, trajectory, targets, and protective factors to estimate the possibility of harm and guide proportionate action. It is a continuing process, not a label attached to a person or community.
In narrative environments, language and network changes may contribute signals, but no slogan, grievance, or identity marker alone establishes violent intent. Responsible assessment compares multiple sources over time, records uncertainty, protects lawful expression, and distinguishes prevention from punishment.
