## Definition
**A threat-provenance audit reconstructs who generated, amplified, classified, and institutionally certified a threat model before evaluating the model's conclusion.** It asks how danger became salient, which actors became credible interpreters, what evidence could falsify the designation, who benefits from its adoption, and what disappears from view when attention is directed elsewhere.
The method does not reject evidence or presume manipulation. It separates the evidence from the interpretive infrastructure through which evidence acquired priority and meaning.
