# Treasury Enforcement Communications System **Entity class:** Federal law-enforcement information system **Domain:** Customs / border enforcement / case information **Doc Type:** Historical System Node **Maturity:** Developed ## Definition The **Treasury Enforcement Communications System (TECS)** was developed within the former [[wiki/United States Customs Service|United States Customs Service]] and became a major customs, border, and law-enforcement information environment. After the 2003 reorganization, relevant TECS functions moved into DHS components, including ICE and U.S. Customs and Border Protection. The name preserves its Treasury origin even though the operational system lineage moved to DHS. This is one reason the Treasury–customs–homeland-security connection is easy to miss when reading contemporary agency charts. ## ICEPIC Role The historical [[wiki/ICEPIC|ICEPIC]] architecture consumed person-centered TECS subject information alongside records from the [[wiki/Enforcement Integrated Database|Enforcement Integrated Database]]. The LEIS briefing described selected TECS and ENFORCE fields being mapped into standardized query and response messages for authorized partner systems. TECS and ICEPIC should not be treated as identical. TECS supplied operational and case information; ICEPIC performed secondary analysis and relationship discovery. Nor did a TECS identifier establish guilt: it identified a record requiring context, provenance, and authorized interpretation. ## Modernization ICE's TECS case-management functions were modernized through [[wiki/Investigative Case Management|Investigative Case Management]].
