Within [[wiki/Office of Terrorism and Financial Intelligence|TFI]], it produces and coordinates intelligence concerning illicit finance, sanctions targets, threats to financial integrity, and international economic and national-security issues. ## From Intelligence to Action OIA analysts identify actors, financial behavior, networks, capabilities, and vulnerabilities. Their work can inform senior Treasury policy decisions and provide analytical support to [[wiki/Office of Foreign Assets Control|OFAC]] designations and other financial measures. OIA does not replace the financial institutions that hold transaction records, FinCEN's statutory reporting system, or criminal investigators who build prosecutable cases. It joins those separate layers through intelligence analysis. This separation is important: intelligence can identify a network or support a policy action under standards different from the evidentiary requirements of a criminal prosecution.
