## Definition
**Treaty partition is the division of a territory's sovereignty by functional layer through a consensual instrument, in which the sovereign of record retains title while another power acquires durable authority over operating layers such as defense, access, adversary exclusion, and strategic investment.** It is the third route between purchase and conquest: title stays put, and the operating system moves.
## Mechanism
A treaty partition typically combines four features: an indefinite or perpetual term; basing and access rights that give the acquiring power physical presence; exclusion clauses that deny rival powers the same presence; and screening or veto rights over investment in strategic sectors. When the instrument is drafted to survive a change in the territory's own status, the acquired layers become sovereignty-agnostic.
