It advanced the effort to suppress sporting contacts that sustained or normalized apartheid and belongs to the legal-diplomatic sequence culminating in the convention's entry into force in 1988. ## Significance The resolution is evidence that access to international sport became an object of formal international governance. It should not be reduced to a generic “sports boycott”: General Assembly resolutions, treaty obligations, Commonwealth commitments, and decisions of individual federations have different legal sources and enforcement mechanisms.
