## Definition
The **2025 UNESCO Recommendation on the Ethics of Neurotechnology** is an international standard-setting instrument establishing principles and policy guidance for the ethical development and use of technologies that read, infer from, or intervene in brain activity.
## Scope
UNESCO frames the issues around human dignity, mental integrity, identity, autonomy, privacy, equity, vulnerable populations, workplace and educational uses, and the risks created when neurotechnology is combined with AI. Recommendations invite Member States to implement principles through national law and practice; they are not treaties requiring ratification.
