## Definition
**Ultra Ethernet** is an open, Ethernet-based communications architecture developed for high-performance AI and high-performance-computing scale-out networks.
## Governing Boundary
Ultra Ethernet addresses the full communication stack rather than a faster physical link alone. Its scope includes APIs, transport, congestion behavior, multipathing, management, interoperability and compliance for workloads whose progress depends on many synchronized flows.
## Higher-Order Capability
The architecture aims to let broadly deployed Ethernet participate in large AI and HPC fabrics without each operator relying on one proprietary communication stack. Modernized transport and congestion behavior allow distributed accelerators to make useful collective progress under scale and contention.
## Relation to Governance
The standard governs a scale-out domain, while [[wiki/UALink|UALink]] governs accelerator scale-up. Their boundaries should not be collapsed. Together they show how higher-order compute depends on layered interoperability rather than one universal wire.
## Failure Modes
An open specification still requires conformant implementations, operational tooling and compatible software. Tail latency, congestion, path imbalance and hidden topology can strand expensive compute even when nominal link bandwidth is abundant.
