It distributes executive capacity—research, drafting, planning, follow-up, navigation, monitoring, and coordination—as broadly as earlier systems attempted to distribute information access. Universal agency is not achieved merely because everyone can open a chatbot. The system must be able to remember, act, continue, verify, and return for approval.
