# Unwitting Proxy **Domain:** Influence operations / Agency **Doc Type:** Developed Actor-Role Node **Maturity:** Developed **Collection:** Gamification Collection ## Definition An **unwitting proxy** is a person, group, account, or institution whose actions advance another actor's objective without knowing the sponsor, larger operation, or strategic function it serves. The proxy may act sincerely on information, incentives, or opportunities supplied by someone else. ## Significance The role decomposes coordination. An operation does not require every participant to share intent or even know that an operation exists. This is crucial in networked systems where authentic outrage, opportunism, recommendation algorithms, and planted material can converge on the same target. “Useful idiot” rhetoric is not evidence. Establishing an unwitting proxy requires more than showing that conduct benefited someone. Analysis should identify the upstream input, access path, likely knowledge state, downstream benefit, and reasonable alternative explanations while preserving the proxy's independent agency. ## Sources - U.S. Department of Defense, [Dictionary of Military and Associated Terms](https://irp.fas.org/doddir/dod/dictionary.pdf) - NATO Strategic Communications Centre of Excellence, [Publications on proxy and influence activity](https://stratcomcoe.org/publications) ## Routes Attack by Cutout · Crowd-for-Hire · Astroturfing · Reflexive Control
