Electrification and telecommunications intensified the relationship by making ordinary domestic, industrial and administrative activity contingent on continuous technical service. ## Governing Variable Utilities govern availability, capacity, quality and reach of a persistent flow. ## Material and Institutional Manifestation Generation, treatment, transmission, distribution, rights-of-way, meters, control rooms, maintenance crews and billing systems form one service architecture. The physical network cannot be separated from the rules and organizations that connect users to it. ## Computational Analogue Cloud, identity and data services may function as utilities when many downstream actors treat them as persistent shared substrate.
